Power Risk Assessment

Data Center Power Risk Report

Power risk is the primary financial risk in data center development. Delays in energization directly impact construction financing, tenant commitments, and revenue timelines. This report surfaces the specific risk signals that matter: queue congestion, transmission dependency, study backlog, and utility process bottlenecks.

Why power risk matters more than site cost

A well-located site with cheap land but a 4-year energization timeline may be worth less than a moderately priced site with 18-month firm power availability. Power risk assessment reframes siting decisions around deliverable capacity timelines rather than upfront site economics.

Screening-grade risk signals. Does not replace utility-provided engineering studies or detailed interconnection cost estimates. Does not guarantee energization timelines.

Power risk dimensions

Interconnection queue risk

Queue depth, study backlog, and progression velocity. High-congestion queues increase timing uncertainty.

Transmission dependency

Whether energization requires new transmission infrastructure — the largest single risk to timeline.

Energization timeline uncertainty

Spread between best-case and worst-case energization windows based on available evidence.

Utility process risk

Large-load service agreement complexity, utility capacity allocation practices, and tariff exposure.

Generation adequacy

Whether the region has sufficient generation margin to serve new large loads without curtailment.

Regulatory and local friction

Moratoriums, zoning restrictions, and community opposition that may block or delay projects.

Risk bands in the Time-to-Power Pack

The pack includes power risk bands (low / moderate / high / very high / unknown) and energization confidence bands (high / medium / low) per shortlist row. These are derived from queue evidence, transmission dependency analysis, and source confidence — not from optimistic projections.

Low risk

Queue progression on track, no major transmission dependency identified.

Moderate risk

Some queue or infrastructure uncertainty. Timing basis is proxy-dependent.

High risk

Significant queue congestion or transmission upgrade required.

Unknown

Insufficient evidence to assess. Needs utility diligence.
